He was born on the 30th of January 1941, in Lincoln Nebraska. When Richard Bruce Cheney turned 13, he and his family left Lincoln Nebraska and moved to Casper Wyoming in the state where his father was the head of the U.S. Department of Agriculture's local conservation districts.
